Budget Rent A Car Confiscated My Money and Not Pay

I rented a car from Budget in Dubai Sharjah Airport on October 11, 2025, used it for a week, and returned it without any problems. They've blocked my credit card for 1,500 dirhams. They've also deducted 1,500 dirhams, excluding the cost of the car. Normally, they should have refunded 1,500 dirhams within 28 days. It's been over a month now, and I've messaged them again. They told me I've been fined 600 dirhams and are saying they'll pay the remaining balance in January. So, I will never work with this company again and I don't recommend it to anyone. They've practically confiscated my money. They're telling me to wait another two months. I'm filing a complaint.
